Japan’s Ground Self-Defense Force helped train Lao People’s Army personnel on search and rescue

(KPL)A reception for the 2019 Programme on ” Search and Rescue and Medic Seminar of Humanitarian Assistance and Disaster Relief” was organized on Nov 14 by the Embassy of Japan to the Lao PDR.

The 2019 Programme on ”Search and Rescue and Medic Seminar of Humanitarian Assistance and Disaster Relief” under the Capacity-Building Cooperation between the Japan’s Ministry of Defense (JMOD), with experts from the Japan Ground Self-Defense Force, and the Lao People’s Army was organized between November 11 and 15 at LPA’s 58th Humanitarian UXO clearance unit base in Tha Ngon.

After a series of devastating flood disasters left serious damages across the Lao PDR in the past couple of years, the LPA’s role and capacity in emergency response to national disasters has increased its importance.

The seminar was aimed at building the LPA’s capacity in terms of search-and-rescue and first aid, as well as improving the LPA trainers’ skills.

The seminar was attended by a total of 61 LPA members: comprising 35 from the Engineering Department, 12 from the Air Force, and 14 from the Military Medical Department of the Ministry of National Defense.

At the reception, Ambassador Takewaka praised the successful and fruitful results delivered by the seminar.

He also expressed his sincere appreciation to all the participants and authorities involved. Furthermore, the Ambassador expressed his hope for further development and enhancement of the defense cooperation between the two countries, based on Vientiane Vision which is a guiding principle for Japan’s defense cooperation with ASEAN, announced as Japan’s own initiative by Japan’s Defense Minister at the 2nd ASEAN-Japan Defense Ministers’ Informal Meeting held in Vientiane, the Lao PDR, in 2016.

In addition, the Memorandum of Defense cooperation and Exchange was signed in October 2019 in Tokyo between the two countries.

The reception was attended by senior officials from the Ministry of National Defense of the Lao PDR, as well as defense officials of the Ministry and the seminar participants.
