Lao PDR Developing Customs Capacities To Implement Authorized Economic Operators Programme

(KPL) The Customs Department, Ministry of Finance together with the World Customs Organization (WCO) on Aug 26 organized a training session on Authorized Economic Operators (AEO) Validation to develop the Lao PDR’s Custom Administrations’ capacities to effectively examine, validate and authorize the application for AEO status from private sectors.

Sound understanding and knowledge of AEO programme implementation will be able to help improve trading environment in the Lao PDR to be more conductive and harmonized.

More than 40 people from public and private sectors participated in the training, taking place on Aug 26-30 in Vientiane and supported by the International Finance Corporation (IFC), a member of the World Bank Group (WBG).

In the opening remarks, Mr. Bounchom Oubonpaseuth, Deputy Minister of Finance highlighted the needs to create the harmonized and favorable conditions for trade facilitation in the Lao PDR. I truly appreciate the supports from WCO and WBG to initiate this training. This initiative would help concerned officials and private sectors to enhance their knowledge and skills concerning AEO checking and proving process for harmonized and standardized implementation, said Mr. Bounchom Oubonpaseuth.

I also encourage the trainers to share similar training sessions within their Customs administrations, as may be required, to build and enhance organizational capacities with regard to AEO management, added Mr. Bounchom Oubonpaseuth.

Throughout the training, the participants actively involved in group exercises and shared views on different case studies including best practices and exchanged views on AEO validation and management.

As AEO programme has recently started in the Lao PDR, this International course would help the AEO validators to work effectively in every AEO examination, validation and authorization procedure. This acquired knowledge and skills would significantly assist the Lao PDR to create favorable conditions for businesses and secure and facilitate legitimate trade globally, said the expert from the WCO.

The Minister of Finance’s Instruction on AEO Programme approved on April 18, 2019 would help secure and facilitate international trade. AEO implementation would be launched in the near future.

Conducive and harmonized trading environment is very important for doing business in the Lao PDR. Quicker customs clearance would help companies to save cost and easier to trade, said Mr. Phongsavanh Phomkong, IFC Head of Office in the Lao PDR.
