(KPL) A brainstorming session on pre-consultation to discuss the implementation of the Vientiane Declaration on Partnership for Effective Development Cooperation was held last week in Vientiane.
The session was organized by the Ministry of Planning and Investment and involved government bodies to encourage all the authorities involved to share their ideas on the content for ensuring effective implementation, monitoring, and reporting on the Vientiane Declaration Country Action Plan (VDCAP) 2016-2025.
Deputy Minister of Planning and Investment, Dr Kikeo Chanthaboury said at the opening ceremony of the workshop that the Vientiane Declaration is taking into consideration that the landscape of development actors has become more significant and complex, with contributions from the South-South Cooperation and Triangular Cooperation plus the private sector, foundations, civil society, and local authorities.
He also added the significance of each source of development finance would differ between countries at different stages of development, since Official Development Assistance (ODA) remains an important source of revenue for Laos.
We still need assistance with good governance, security, the rule of law, institution-building and jobs, he said while calling for a recalibration of a multi-stakeholder partnership approach.
To ensure the maximum impact of ODA utilisation, our development cooperation will continue to be guided by all eight principles of the Vientiane Declaration.
