Race for Asia’s Top Research Provider Tightens as Morgan Stanley and Citi Claim Top Honors on Institutional Investor’s All-Asia Research Team Survey

NEW YORK, May 22, 2018 (GLOBE NEWSWIRE) — As the attractiveness of Asia as an investment market persists and the progressively competitive provider market increases transparency between buy/sell-side relationships, driven in part by the back drop of MiFID II regulations, this year’s All-Asia Research Team survey was met with a 17% increase in voter participation leading to deep, record breaking results.

For a second consecutive year, Morgan Stanley clenched first-place on Institutional Investor‘s exclusive annual team-based ranking of sell-side analysts with 34 positions, while Citi took home first place on the inaugural individual analyst-based ranking with 43 positions.

GIZ Affirms Support For Securing World Heritage Status For Hin Nam No

GIZ has affirmed to support and cooperate with the Department of Heritage, Ministry of Information, Culture and Tourism, to secure UNESCO’s world heritage status for Hin Nam No National Protected Area.

If relevant sectors attach importance to this matter, provide supports and have strong collaboration, it is likely that we will be able to secure transboundary world heritage status for Hin Nam Nor in 2020, said Director of Heritage Department Thongbay Phothisane.

On Monday, the Department of Heritage stated obviously its stand and objective of having Hin Nam No listed as a world heritage at a technical meeting between the Department of Heritage, Ministry of Information, Culture and Tourism, the Department of Forest, Ministry of Agriculture and Forestry, and GIZ.

The meeting was also attended by representatives from Khammuane Province and relevant ministries, and foreign experts.

Phong Nga Ke Bang in Vietnam’s Quang Binh was inscribed on the natural heritage list of UNESCO in 2003, meanwhile Laos’ efforts to apply Hin Nam No National Protected Area in Boualapha district, Khammuan Province for World Natural Heritage status of the Lao PDR haven’t been achieved since then.

The area (Hin Nam No) has universal values, a beautiful landscape and rich biodiversity no less than Phong Nga Ke Bang in terms of rare species, healthy forest resources, and the miraculous Xe Bangfai Cave, which is the largest cave of its type in the world, said Mr Thongbay.

To materialize the vision of the government and that of the Ministry of Information, Culture and Tourism, the Department of Heritage has decided to nominate Hin Nam No for transboundary world heritage status together with Phong Nga Ke Bang in Quang Binh, Vietnam. If everything is achieved as planned, Laos will have the first World Natural Heritage in 2020, said Mr Thongbay.

In January 2018, Laos and Vietnam signed an MoU in Hanoi through which Vietnam fully supports the nomination of Hin Nam No National Protected Area as a transboundary World Heritage Site together with the already established UNESCO natural World Heritage site Phong Nga Ke Bang National Park in Quang Binh, Vietnam, which shares a common border with Hin Nam No National in Khammouane, Laos, according to GIZ Laos.

The MoU paved the way for kicking off the process of preparing the nomination file which includes research, technical work and strengthening the collaborative management of Hin Nam No National Protected Area through implementation of the Hin Nam No NPA annual work plan 2018.

Protests Over, China Seen More Empowered to Militarize a Disputed Sea

TAIPEI Beijing weathered only light protests against its reported missile installations in the Spratly Islands, making it easier to strengthen its military outposts in the disputed South China Sea, analysts say.

Vietnam demanded May 8 that China remove any missiles but did not push further. The Philippines has active mechanisms to discuss militarization of the South China Sea but does not see Beijing as a threat, a presidential office spokesman in Manila said last week. Both countries, along with Brunei, Malaysia and Taiwan, claim waters where China reportedly deployed anti-ship and surface-to-air missiles in April.

The lack of further protest gives China a clear channel to keep any missiles in place on the three Spratly islets where it has built installations over the past two years and add more weapons systems, experts say. China said last week it was testing bombers.

The fizzling of regional protests against Beijing’s installation of missiles in the South China Sea means Beijing’s hegemony over said vast body of water is now a virtual fait accompli, said Sean King, vice president of the Park Strategies political consultancy in New York. There’s not much left that anyone can do about it.

Rival maritime claimants

Beijing claims about 90 percent of the South China Sea, overlapping waters that the five other governments say belongs to them. China has irked the others since 2010 by landfilling tiny islets, in some cases for military installations. The sea that stretches from Taiwan to Singapore is prized for fisheries, shipping lanes, oil and gas.

Vietnam, the Philippines, Brunei and Malaysia all depend heavily on trade or investment from China, making them less likely to protest, analysts say. Malaysia counts China as its top source of foreign investment, for example, while Vietnam saw tourism from China grow 49 percent to four million arrivals in 2017.

Southeast Asian rivals don’t complain more loudly because they all need Beijing economically, King said.

Philippine President Rodrigo Duterte will approach China not in protest but with an open, frank, candid, and frontal discussion, his spokesman Harry Roque said last week. The country has a newfound friendship with China, Roque added, referring to a diplomatic warming since 2016, after four years of open disputes over maritime sovereignty.

The 10-member Association of Southeast Asian Nations, or ASEAN, hopes to sign a deal with China on preventing mishaps at sea. All four Southeast Asian maritime claimants are ASEAN members.

Prospect of more militarization

China can add with little risk to its weaponry in the sea’s Spratly and Paracel island chains, said Termsak Chalermpalanupap, a fellow with the ISEAS Yusof Ishak Institute in Singapore.

On Friday the Chinese air force said via social media it had landed bombers for the first time in the South China Sea with a mission to Woody Island in the Paracel chain.

It did that to show they have the capability, Chalermpalanupap said. China may install more anti-ship missiles later, he said.

Woody Island is a blueprint for eventual deployments to the Spratly Islands, the Asia Maritime Transparency Initiative under U.S. think tank Center for Strategic and International Studies says on its website. China has hangars at its three major Spratly islets — Subi, Mischief, and Fiery Cross reefs � that can handle bombers as well as aircraft for transport, patrol and refueling, it says.

I think that what China is doing is that regardless of the reaction from ASEAN countries or ASEAN itself or from other external powers, so long as whatever it’s doing doesn’t cross the threshold of hostilities, then I think China is more than willing to do what it is already doing, I mean including those buildups, said Collin Koh, maritime security research fellow at Nanyang Technological University in Singapore.

The Philippine presidential office said Monday it would talk to China about reports of bombers in the sea.

Deterrent for Washington

China may be building up weapons to deter the United States and its powerful allies outside Southeast Asia from challenging its claim, experts believe.

They just want to do just whatever they can, maybe just to intimidate the U.S. Navy from sailing too close to their artificial islands, Chalermpalanupap said.

The U.S. Navy will probably keep passing ships through the sea to advocate that the waterway stay open for international use, he said. The government of U.S. President Donald Trump has ordered six such missions.

But Washington won’t do much of anything if Beijing further militarizes the sea, King said. The U.S. government lacks its own maritime claim there, he notes, and its major regional treaty ally, the Philippines, isn’t pressuring China.

Don Sahong Project Expected To Begin Power Generation In Late 2019

The 260-mw Don Sahong hydropower dam, which is a roller-compact dam � RCC � with a designed annual power output of 2,000 Gwh, is expected to begin generating electricity by the end of 2019.

Once fully completed and put into operation, the dam will ease power shortage in southern provinces including Champassak, a fast growing province of Laos.

A huge amount of generated power will be exported to neighbouring Thailand and Cambodia.

Late last week, Minister of Energy and Mines Khammany Inthilath visited the under construction project to inspect its construction progress.

Don Sahong hydropower project is among development projects being and to be built on the Mekong. The dam is located in Siphandone area, Khong district, Champassak Province of southern Laos. Its construction was commenced in January 2016 by Don Sahong Power Company.

As of today, the project has achieved 60% of its planned construction activities, according to the chief site engineer of the project Zim See Seng.

Giving guidance talks to the management and staff of the developer, Minister Khammany appreciated the management and staff for their efforts in making the project fulfil its targets as planned and urged the developer to continue to work hard to ensure the project brings about optimal benefits for the country by making sure the law of the Lao PDR and construction standards are observed.
